Belmont Shore Residents Association MINUTES EXECUTIVE BOARD MEETING December 10, 2009 The meeting was called to order by President Aileen Colon at 6:00 pm. The members of the Executive Board present were: Vice President Terence Endersen, John Forstrom, Marvin Jones, Jim Lazarus, Secretary Jeff Miller, Treasurer Robert O'Connor, Mike Ruehle, and Erik Spence. Executive Board members Adam Hattan and Christopher Van Horn were absent. Twenty-two additional BSRA members and visitors were present. The meeting agenda was approved. The minutes of the November 12 meeting were approved. Debi Gurley, Librarian at the Bay Shore Library, announced the library's book sale, running from December 12 through the 23rd. There was no representative from the LBPD to provide a police and crime report. President Aileen Colon reported her recent meeting with Mayor Foster, during which she requested that he appoint Terence Endersen to the Parking Commission. They also discussed the possibility of changing the requirements of the Commission to include a second residential representative. Secretary Jeff Miller reported ten new and renewing members in the last month. Treasurer Robert O'Connor reported our checking account balance is $4,299.09. Travis Brooks from the City of Long Beach Department of Community Development introduced Chris Baca of Willdan Engineering who spoke about the upcoming commercial alley repair project, including the schedule and impacts. He explained the plan is to work on only two blocks at once, to minimize impacts to traffic and businesses. Metered parking spaces between Second Street and the alley will be utilized as loading zones. The expected start date for the work is late February. Baca then responded to questions from the audience and provided a "hot line" phone number: 908.6270. President Aileen Colon reported the city will be adding signage on Ocean Blvd. for clarification regarding rules at Dog Beach. Vice President Terence Endersen reported these items from the November 19 meeting of the Parking Commission: Bonds have been issued for $3.2M; included in these funds will be the alley rebuilding project and the purchase of Frank Colonna's Park Avenue parking lot. A trial of a solar-powered trash compactor is planned at Second Street and Argonne Ave. Nancy Buchanan, BSBA representative, announced a fund raiser for the family of Melody Ross; the Starlight Shopping promotion; a store decorating contest; and the Chocolate Festival scheduled for February 6, 2010. Julie Maleki from Third District Councilman Gary Delong's office announced the project to remove the third traffic lane in Naples and replace it with a bicycle lane. Responding to an issue raised by the Beach Committee, she reported the plan to add "no smoking" signs along Alamitos Bay, and added that lifeguards can write tickets for infractions. President Aileen Colon proposed sponsoring a Third District election debate in the spring. A motion by Jeff Miller, seconded by John Forstrom, passed unanimously: BSRA will sponsor, in cooperation with Belmont Heights Neighborhood Association and the League of Women Voters, a Third District election debate at Rogers Middle School auditorium on the evening of March 18, 2010, with funding provided for expenses not to exceed $100. A motion by Mike Ruehle, seconded by Terence Endersen, was approved to increase the allotment for expenses to $500. Votes for: Endersen, Forstrom, Lazarus, Miller, Ruehle, Spence. Votes against: Colon, Jones, O'Connor. President Aileen Colon explained the offer she received for BSRA to participate with We Love Long Beach at some of their events. Discussion led to the consensus that we should consider each event on a case by case basis, and participate in those which seemed appropriate and beneficial to BSRA.
